Opening movie scene, assassination attempt with fished out rocket launcher in hotel room from ocean?

movie starts with a team of people sweeping a hotel room for safety, someone important is walking to the room, i think with their family, and someone out in the ocean is fishing. he fishes out a rocket launcher and i do not remember the rest of the movie or the scene.... someone know?

I saw that, too.  My first guess was a James Bond film but it rings a bell what the first poster said.  "Red Eye" possibly.

It's not the opening scene but something like that happens in "Red Eye".
