  1. Overall - The people "responsible" were to folks who let the Princess of the Stars set sail that day even though there were warnings about the weather.

Some of the passengers were not found to be wearing life vests, even though the captain had ordered "Abandon Ship"...their demise might have been prevented.

People did jump, which happens when people panic...

The Philippine coast guard could have denied the sailing based on weather conditions, but they didn't...In the end, they also could have acted more swiftly to distress calls, but in the end, they did their best to reach the vessel in lieu of the pounding seas.

Once fully investigated, I think that the families and surviving passengers will find the answers they need for closure.

Sorry if you ask this question because you lost a loved one, and are looking for answers.
