Orange Light permanently on motherboard. PC won't...

Question

I cleaned the fans of my Dell Optiplex GX260 desktop PC's fan and power supply unit. Thereafter I turned the PC on and it worked fine. I then replaced the hard disk and the PC didn't start again. When I checked inside, I observed an orange light on the motherboard. It stays permanently on but the PC won't start. HELP!
