Question:

Orange cones used by law enforcement when directing traffic, do they have specific spec requirements?

Do the cones have to be a certain heigth, do they require reflective tape on top, etc. Does CAL OSHA even have "cone" requirements for "law enforcement" or just CAL OSHA workers?

If you are the average Joe Blow or construction guy working on roads, the MUTCD (Manual of Traffic Control Devices) says you must use minimum 18 inch high cones in orange, during day time hours and only on roads with low speeds. On freeways and at night they must be a minimum of 28 inches high. At night they must have double reflective tape. These are just minimum requirements States and County Department of DOT may have stricter requirements.

    Now when it comes to the police there jobs is to direct traffic. If a police car is parked in a travel lane with lights on you must stop by law. In order to keep traffic flowing they will use hand flagging signals set forth by the Feds(MUTCD). You will see departments use little 12" cones to shift traffic, but this is so they don't have to stand and direct traffic. So for the police it is suitable since you should have already come to a complete stop. Is it legal - I would never question them. I do not think anyone will do any thing about unless POSHA is called. To call POSHA you must be a public employee. OSHA can not do any thing.
