The FRA doesn't publish operating rules, the railroads make them up themselves.  The FRA publishes rail regulations, 49 CFR 200-299.  Not sure which section you want, but you can buy the whole kaboodle from the US Government Printing Office for $32.

The place the other fellow (who wants his 10 points) sent you to is a kinda expensive way to get those regs.  They're way overpriced on the CFR, though they have many other excellent books at a fair price and I buy a lot from them.  

Of course, all this is available on the Web for free.
