Wondering, would there be any way to take a picture that has a part of being covered by a smiley face and remove the smiley face?

Only if you could reconstruct the area beneath.

Unless it's a layered image, when you remove the pixels of the "smiley", there is literally nothing underneath.

If it's not a complex area beneath the smiley, you could erase the smiley and use a clone-tool to bring in other portions of the same image or another to clean it up.
