  1. If the engine is flooding that would be due to a sticky needle and seat or it's worn out, may also be the float is incorrectly set or has become cracked or saturated with fuel.

In either case they need to be replaced. Your best bet is to remove the carburetor and have it rebuilt or get a kit and do it yourself.(fairly inexpensive to do).

Now if the engine is loading-up while running that's due to incorrect fuel mixture settings. Depending on the type of carb you'll either have a fixed or adjustable high speed jet, if it's a fixed jet they are factory installed and non-adjustable.

If it's an adjustable jet run the engine at full throttle (WOT) turn the high speed jet slowly anti-clock wise till it starts to load up now turn the jet back until the RPM's start to pick-up but not too far in other-wise it will lean out too much and that's NOT GOOD.

The low speed jet is set at idle speed and in the same manner.

NOTE: Make these adjustments slowly and don't push on the jet either. Do the high speed jet first then the other one.  (About 1hours labour).

    Happy boating.

  2. Paul is right, but the adjustments are best made while the boat is actually in the water and underway. Have someone else drive the boat in a low traffic area while making the adjustments.

Never run an outboard faster than about half throttle if it's not sitting in the water. That doesn't mean a barrel of water either. It can "run away" ( run wide open with no way to shut it down) if that happens, it's toast.
