he went to the committee meeting and they gave him his card back and he is still vice chairman surely when he gave his card in it should have been took as he had resigned

the higher up's obviously had a chat with him and sorted out whatever problems he had.

even if you hand a resignation letter you can still be invited back to your position (or even a better one) if the company wants you.

There is no 'rule' that handing your card in means you are gone for good.

It's up to the employer.
