  1. The D.C police would contact the nearest police station to your house and put out a warrant for your arrest. Then once arrested you would have to go back to D.C and go to court and either get a higher fine or jail time in D.C.

  2. Now you know that 2 hours is the max you can stay there, no matter what, until 4 pm.  The cop knew you had intentions of staying there until after four.

If you don't pay the ticket, your license can be suspended in the state you live in.  You will have a warrant out for your arrest.

  3. I think you can just brush off the ticket if you wish.   It will remain on Washington, DC's database and they may attempt to collect and may add penalties. If you ever return to Washington DC and get cited again, you may get towed, requiring payment of all past and current citations.    However parking tickets are not part of the Drivers License Compact that states and the the district of Columbia use to suspend drivers licenses for moving violations.   If you return to Texas and never drive in DC again, you are probably safe to blow off a single ticket.  You probably could have filed an appeal at district's parking violations bureau if you had a digital camera and taken a picture of

your car with the citation and clock in the picture to prove

you did not commit the charged violation.  However, by letting time elapse,  in all likelyhood, the District of Columbia  will consider that you have constructively admitted to the violation.

Again,  I think you can safely blow them off and never pay it if you do not return to the District of Columbia  again.
