Question:

Outside unit does not come on in Summer

I have a RUUD upka-042JAZ heat pump. I noticed a problem in the winter, when it was not getting warm enough. A technician determined the outside unit (i'm assuming heat) was not coming on as it should. The heating elements within the inside unit were the only thing working. He also mentioned that I had the wrong thermotstat which was for a conventional AC and not a heat pump. He replaced the thermostat but the outside unit still did not come on. Winter was not that extreme last season so it really was not a problem. Because low and behold he never showed up again to finish the job. Now its summer and the unit outside does not come on. The pipes to the outside unit are normal air tempurature. (i'm assuming they should be hot) Anyway before he worked on it to fix the heat I know for a fact the outside unit was working. It may be just coincidence but not sure. Anyway the inside unit does come on but i suspect its just the blower because the air is room tempurature and not cold. Technician around here are hard to find. I think its part of the katrina rebound. I've also noticed a reset button on the outside unit (not sure what it does though). I have powered down everything (breakers) and pressed the reset button thinking that this might help. no luck though. Anyway thanksDave
