Outstanding warrant in US, but no reentry permit?

Question

How can a person fix her/his minor legal problem in US without being able to come back into this country? The person had jumped bail before trial in family court and fled to her/his home country. The person's green card expired in the meantime. Will the person be arrested by the Interpol and brought to the States?
