Overseas Students - When are you not classed as one?

My friend is trying to go to university this year. However she has been classed as an overseas student. She has been in the UK for 6 maybe 7 years to date and she came from a non EU country (my memory fails me at the moment.) She didn't come to the UK to study, her family actually emigrated here to live. Can someone help and tell me when you are no longer classed as an overseas student, as currently her unis want between 9 and 16 thousand per year for student, compared to the 3145 of a UK student.

  1. What is your friends status in the U.K. and what is her parents? Are they LPR's with ILTR?

    Since you do not know the actual facts, then all I can really do is point you to the link below. They are guidelines set forth by UKCISA to establish who and who cannot pay home tuition rates.
