Overunit (transfer to university)

I know I should have at least 60 units when I tansfer

I had boosted my GPA a little too much, I might have 80-90 units when I transfer

my question is, will that be OK?

Can I transfer with such unit?

I know the GPA will count, but I can only transfer at most 64-70 units

but on UCB's website, "Each school or colleges sets its own maximum transfer units limitation: most programs will not offer admission to students who have accumulated more than 80 UC-transferable semester units before enrollment. Exceptional: If all course work was completed at a two-year college, this maximum unit policy does not apply."

my question is, can I transfer if I have a lot of units? I just want to make sure those university will accept me even though my units are approach 90. I'm afraid those school will consider I had taken too many classes to cover the bad grade I got before, they might think my GPA is kind of fake, because I had taken a lot of non-necessary courses. so I just want to make sure I can still be accepted even though I have 90 units.
