Neither.

A turtle's shell is not his home.  His home is the place where he lives.

Since a turtle does not wear clothes, he cannot be naked.  Actually, a turtle without his shell would not be homeless or naked but dead very shortly.

both...hehe...homeless because there is no other homes or house that turtles can protect themselves and naked because the outside portion of the turtle is thin and soft skin...they will be bruised or have cuts and guts....hope this helps^^
