Shes a girl like 13 and she in just visting so a gift cards DONT work! So what should i buy her budget is 20 dollars!

Without knowing her interests, I can't say.  Why are gift cards out, though?  She could use them while she's visiting... or if you get them from a store that's a national chain that has an outlet in her town (or for an online store even) she could use them when she gets home.

a gift basket from bath and body works maybe? or someplace like that. or maybe a movie ticket or somewhere else fun that you guys could do together.

Get her a gift basket set that has bath soap and perfume in it.  That always works.

I agree with the people who said to get her a gift basket from the Bodyshop or Bath & Body Works their gift baskets are usually under $20. Or a t-shirt that with the name of the city or something like that.
