  1. 1.  Torrents can run on any ISP that is not blocking them.  Many ISPs interfere with torrents (for which there are workarounds), but only a few actively block P2P.  You can see if your ISP is listed as a bad ISP here:

    2.  Most bittorrent clients can be run through proxies with some adjustments of the client's proxy options.  However, if it is a University, they will most likely be blocking torrent use.

    3.  There are several good bittorrent clients and all the good ones are free.  This article has a good discussion of several and has links to setup guides for the suggested ones.

    4.  Once you have a bittorrent client installed, you search for content at torrent search sites.  When you find the content you want, then you download a small file (the torrent) associated with the content.  Opening the torrent in your bittorrent client begins the transfer.  This article discusses the most popular torrent search sites and their features:
