  1. Actually, havoc starts with the evil doer, but is allowed to continue by those who are silent about it.


  2. well, by not fighting against evil doers,they have no resistence. so they get more confident.

    seeing that evil doers manage to fulfil their needs, more desperate people may take up  evil doing.
