I am currently playing Pearl but I also have Diamond

If you don't cheat and you don't trade - Palkia is the best pokemon in Pearl. (this is my opinion) Dialgia in Diamond

But if you want to acquire all of the pokemon in the national pokedex there are other legendary pokemon that are better at Level 100.

spiritomb doesn't have wonder guard, thats Shedinja. I would say arceus, when they release him at an event, or you cheat.
