PR for a new race team.. help with ideas?

I have currently decided to be a PR for a new race team for a dirt track 358 modify. My current job is a meeting and travel planner for a lot of celebs and pro sport teams. I am doing this free of charge for this dirt track racer.

My problem is.... I need ideas to help this young, up in coming race car driver. If anyone good give me ideas on how to get him out there in the public eye. Sure he has about 2000+ fan base now, but now it is my job to get him more, do events, and get him out there. So please, if anyone can give me some ideas I would greatly appreciate it.

We live in a small roural town, and I need to get him some good sponsors. I need to get him out there... Help me please!

Maybe give him an outlaw persona and make a public event where he races all of the police force on a track of course. It would make good headlines with the right press release and media coverage. It would make for some lame witty CNN reporter remarks, ha ha ha.
