PS2 help? and Bully help?

Question

My PS2 never lets me put cheat codes in. I've tried them multiple times for games such as Bully and Vice City.

Can anyone help me figure out why the cheat codes wont work?

hold L1 and press UP, DOWN, UP, DOWN Infinite Ammo Toggle

hold L1 and press TRIANGLE, SQUARE, CIRCLE, X Massive Money Gain

hold L1 and press R2, R2, R2 Full Health (not kissing level)
