  1. The plastic gear & spring are not the best so you might have to replace it>


  2. If the old cord is still wrapped around the pully. You can replace it much easier than if it is broken.  One of the key issues is the neutral start locking "paw" that keeps you from pulling the starter if the motor isn't in neutral.  This is spring wrapped in a housing and you didn't say what's wrong with it.  

  3. They are usually a rope with a spring return. What is the question?
