Packaging and selling homemade tea masala?

I am wanting to package and sell my homemade masala chai. What do I have to do? (Legal status and all that)

I would check with the local authorities, you may need a business licence and a vendors permit to sell food stuffs from home or setup a home business, I make my own and use cheesecloth for the bags, but a loose brand is fine.
