Packard Bell w3910 d - Doesn't charge or get power...

Hi,My laptop has just died! Well,kind of.The other day I plugged it in and it made a noise like an electriccal spark. When I looked at the plug that goes into the back of the computer, the plastic ring on the end was broken.It kept working until the battery ran out so it can't be more than a power supply issue.It refuses to charge and doesn't get power from the AC adaptor. We took the adaptor back to the shop and tried it with one that didn't have the plastic ring broken - same problem.It seems to be a problem with the internal power management circuit; the component responsible for charging the battery and/or powering it from mains supply.I don't know if this is something I mighht be able to replace myself? The warranty has run out and Packard Bell is saying that it would cost more than the machine is worth to fix it. Here in Spain at least they have a fixed rate pricing plan (ridiculous!).Any ideas? It's pretty urgent.Thanks in advance.
