    When a packet is sent, it is considered delivered when it reaches its intended destination. If the intended destination is un-reachable, the packet is considered "Lost". The sending device may attempt to send the packet again, sometimes many times. But, almost always, data not received = data lost.

    Think of it (a little bit) like a radio signal. If a radio signal is sent but it is not received by the intended target, it is lost and, if it is needed, will have to be sent again.
