  1. Yes I do.  Open your image you want then click on Windows - Duplicate (or Shift + D) and close the original.  Click on Layers - Promote Background Layer.

To make the dotted border select your preset shape tool (or press P) in the little box beside the presets click on the little arrow to find the 'rectangle' preset shape and click on it.

Make sure you have the retain style box unchecked and check the Anti-Alias and Create as Vector boxes.  On the Line Style click the little arrow to open it and find the 'dashed' line and click on it.

On to the Width, this depends on how thick you want the border.  Just set it at 3 for now if your not happy with that you can change it.

In your material palette, choose the colour you want for the border, say you want black then click on your Foreground/Stroke Properties box click on black and hit ok.

In the Background/Fill Properties box click on the Transparent tab (looks like a circle with a line striking diagonally) to close it.  Now you will have just the Foreground box open, right?

Now start at the top left corner and left click and hold it and pull down to the bottom right corner and release the left click.

There you have a dotted border, now remember if you want to change anything just open your layer palette, to do this click on View - Palette - Layers (or press F8) then you should see 2 layers the first one is Raster 1 and above that is Vector 1.  Click on the plus sign next to Vector 1.  Now right click on the Rectangle layer and select Properties.

From here you can change the line style, colours, stroke width and all that so when your happy with the changes click ok.

Click on Layers - Merge All (Flatten) then click on File - Save As - and give it a name and in the Save As Type change that to jpeg and your done.

    Hope this helps =)
