Paint has chipped off bottom of MW

Question

I own a Emerson MWG9111SL Microwave. I've had it 6 mo. The paint has come off under the turntable and now it is rusting. I cannot keep moisture down in the oven. It is always damp. It doesn't have to be used much to get that way. Could the browning element be part of the problem.

I'm afraid that it is not safe anymore.
