Painters ruined the fit of my windows. Should I sand the frames

From experience, it can be very tricky to make a sticky door close properly once you start to sand off material. Can you give me some hints on how to repair the damage the painters did to my windows and help me gain a little confidence? (These windows open with a handle that cranks and seem to stick on the bottom and the side that opens. The rubber/plastic gasket is covered in hard white paint now and doesn't seal as well either.)

Also, if I do sand the paint off, I know I can't leave the wood bare. So what do you do, sand off too much and then repaint? And what kind of paint should be used on the window frame?

  1. Previous answers incorrect. Source 30 years painting contractor-general contractor. If gasket is rubber-plastic and is painted with latex,  get a can of goof off at hd or lowes or paint shop and apply with small brush, wait 30 to 60 seconds and use a medium grit sanding sponge (you are not really sanding but abrasiveness will cut and hold softened paint, wash in goof off when cloged)  and rag to sand or rub paint off. You may have to do this 2 or three times? Use some pressure. You only have to remove paint from edges that come in contact with window casing. If oil same except use some thinner and corse sponge. Jerry. you will have to work a bit to find right pressure for sponge and ammount of goof off applied and wait time, also keep sponge and rag damp with goof off.

  3. You take a sharp utility knife and slowly cut between the plastic and the wood..go slow as not to slip and cut wood...
