Painting over artex - HEEEEEELPPP!?

I have applied Artex Textured Finish to my ceilings, and gone over it with a mild-pattern textured roller, creating thousands of tiny bumps - a very subtle pattern.

NOTE: Artex is a decorative plaster that comes in powder form, mixes with water to a thick paste, and is spread on the ceiling before being gone over with a patterned roller or comb to form a design. See links below:

Textured Roller

I painted a primer coat of heavily diluted emulsion paint (Dulux White Matte), let it dry, then applied a second proper coat. When I applied the second coat with the roller, the first coat started peeling off, leaving the artex exposed underneath.

I therefore tried re-priming with diluted PVA instead - but I got the same problem.

I let the Artex dry before all this for 2 days as recommended on the Artex website, but still same problem.

What am I doing wrong? There must be SOME way to successfully paint an Artexed ceiling.
