The international Cricket Council (ICC) has declared a corruption code and wants the members of the ICC to enforce a corruption code for every member. Apparently the step seems to have been enforced to bring the cricket out of the quagmire that has menaced
it for a long time. But looking at the history of the cricket in Pakistan the code seems a vain effort in bringing it out of corruption in Pakistan and Pakistan like countries where the corruption is an every day phenomenon. So, in the light of the history
of the corruption and bureacratic control, the domestic code does not seem to work in bringing transparency in Pakistani cricket.
The cricket in Pakistan owing to its being under the Bureaucratic control seems to have a strong inertia and it will take a very long time to correct the whole system and bring it back to track. The ministry of sports which has been formed for cricket and
other sports is blamed for the corruption like every other ministry in the government of the Pakistan People’s Party (PPP) in Pakistan. The Interesting fact is that the President of the Current Government himself is very notorious for the corruption and is
known as Mr. 10 %. The name Mr. 10 % comes from the time when his wife Benazir Bhutto was the prime minister of the Pakistan at the time and he was a minister in her cabinet. The ministries have not changed since the time of the premiership of Benazir Bhutto.
The corruption trickles down from the top. The Chairman of the PCB and the people at other top management positions have closely been related with the Current Government and the http://www.senore.com/Cricket/Pakistan-c755 People’s Party (PPP). The absence of the accountability makes the people
at these positions susceptible to fraud and corruption which in turn plagues the cricket in Pakistan.
Similarly, it is not the people at management positions of the Pakistan Sports Ministry and the Pakistan Cricket Board who are Corrupt but the recent cases of the match fixing has demonstrated that the players of the Pakistani cricket are also leaning towards
these acts of fraud. The event was so serious that the cricket world was talking about a ban on the Pakistani cricket and was a stigma for the Pakistanis as a nation which is already suffering from the cases like terrorism in the world. To probe the event,
the ICC made its own inquiry into the case the results of which are awaited. It seems that the current effort by the international Cricket Council is a response to curb the corruption and the cases like the recent match fixing which has brought shame for the
international cricket as well. The enforcement of the current code of the corruption by ICC urges member countries associated with the cricket and ICC to form the domestic codes for stopping such cases in the future. The formation of the domestic codes instead
depends upon the efficiency of the domestic government and the cricket board structure and their attitude towards transparency in the cricket.
In a country like Pakistan where not only cricket is accused of corruption but every unit of the government and bureaucratic structure is accused of non-transparent functioning in terms of efficiency and professionalism. Given its ranking in the transparency
international reports of the recent years, after the enforcement of the domestic cricket code requested by the ICC, it seems very difficult that the establishment of the this code would be of any help towards making the cricket board more functional and transparent.
The special issues would involve the change in the ministerial positions after change of the government in the coming years, since the government of the Pakistan People’s Party will change. The chances of re-election of the government PPP seem very difficult
given the historical trajectory of the governments in Pakistan. The only solution seems to be replacing the current bureaucratic structure of the governing board of the Pakistani cricket and incentivizing the people and the board positions.
