Paper Mario Whacka bump?

Question

In paper mario the thousand year door, i can't seem to get whacka bump because the guy won't come out of the ground? Since he doesn't come out of the ground, I can't whack him, and since I can't whack him, I can't make my Zess Deluxe recipe! any answers? where is whacka bump? why is he hiding? Why am i asking so many questions?

Once you whack him 8 times, he will no longer appear.  The Whacka Bump is the only limited item in the game.

Zess Deluxe -- Golden Leaf + Whacka Bump
Zess Deluxe -- Healthy Salad + Shroom Steak
Zess Deluxe -- Ultra Shroom + Fresh Pasta
any of these three will make a zess deluxe!
