Question:

Par-3 tee shoot hits the ground then hits a rail fence and stops. Do I get to re-tee or play ball as lies.?

  1. If the fence is not an OB boundry, you get a drop, one clublength from the nearest point of relief, no closer to the hole.  You do not need to re-tee.  If the fence is an OB boundry, you get no relief.  You have to play it as it lies, even if the fence obstructs your swing.   If the ball hit the fence and then went OB, you have to re-play from the tee, hitting your third shot.  There is no such thing as a drop when you go OB.  You have to go back to the spot where you played your last stroke from, taking a stroke and distance penalty.

Rule 24-2 - Immovable Obstructions covers this situation under b (i) Through the Green;  "If a ball lies through the green, the player must lift the ball and drop it without penalty within one club length of and not nearer the hole than the nearest point of relief. The nearest point of relief must not be in a hazard or on a putting green. When the ball is dropped within one club length of the nearest point of relief, the ball must first strike a part of the course at a spot that avoids interference by the immovable obstruction "

  3. The fence is also likely to be considered as OB.  If it is, you can either re-tee and hit 3 from the tee, or take a drop at the point that the ball crossed OB and hit 3 from there.

    IF the fence is not OB, then take relief within one club length no closer to the hole without penalty and play on.
