Parakeet has dirty face and fluffed up feathers?

HES VERY SICK! you need to take him or her to a vet asap

So sorry about your parakeet. The fluffed up feathers mean he is sick and the dirty face means he was vomiting. Gets stuck in  their feathers. By the time they show illness it is often to late. With birds any little thing out of the ordinary you have to watch as they go down hill so fast. I lost mine not to long ago its hard and Im very sad for you.

he's sick. type in that and what type of bird it is and look it up on the internet. that should help you figure out what's wrong with it and what you should do.
