Paraphrasing and sentence structure?

ok, so i have 2 questions.

1. did i quote this correctly? i am only quoting the man of steel part, and i was unsure whether to put the parentheses right after the quote or at the end of the sentence? is it different when quoting only part of a sentence vs. quoting the whole thing?

Lenin, in 1922, suffered a stroke and Stalin, the “man of steel”, began his climb to the head of the government (439).

2. and which sentence is correct? comma or no comma?

He created the New Economic Policy which was “a small-scale version of capitalism” (438).

He created the New Economic Policy, which was “a small-scale version of capitalism” (438).

  1. I am assuming this is MLA formatting.

    1.  Stalin, the “man of steel” (439), began his climb to the head of the government in 1922 after Lenin suffered a stroke.

    Sounds better, and you would put the page number at the end of whatever you are quoting.

    2.  He created the New Economic Policy, which was “a small-scale version of capitalism” (438).

    Or if you do not want to use the comma

    He created the New Economic Policy that was “a small-scale version of capitalism” (438).

    I would go with the comma and which because it sounds and looks better
