Pardon my ignorancy, but what is a garden apartment?

There really isn't any such thing.  An apartment on the 10th floor can't have a garden unless you are a billionaire.  It is just an advertising term used by people selling and renting their apartment.  A view of a garden,  access to a garden,  a planter box on the windowsill,  it's very pretty.  Any or all of those.

although open to interpretation this usually means a ground or basement apartment or flat with its own garden area or access directly to a communal or shared garden area. Hope that helps.
