  1. No debate...parents are responsible for their children from the day the child is born until the day the parent dies. The child didn't ask to be brought into this world.

  2. Parents are  PRIMARILY  responsible for their children's safety.    There,  that's better.

Although parents are the party with ultimate responsibility,  the community bears some general responsibility also.    The parents are the responsible party for insuring a quality education,  the children's daily safety,  the children's behaviour  resolving punishment issues.   the children's health,  and so on,   the community bears a responsibility to make an environment where the parents can do so.     This includes the best schools possible,  parks with proper and maintained play equipment,  crosswalks where needed,  sidewalks so children don't have to be in the street,  ample jail space to lock up those who prey on children (or better yet,   a good supply of bullets to save the cost of jailing them),  and general things of this nature.

  3. Yes, up to the age of 18 or when they move out on their own and after that they should still always be concerned about their safety but not to the point that this is their only concern.

Children have to grow up as well and if you have raised them right and always showed them your love, they will will be just fine.
