Paris is seen as the fashion capital of the world, however do Parisians....?

They dress fairly well in the city itself, depending on whether they work, are students, are tourists, etc.  This is similar to what you would see in any major world capital.  However, there's a huge amount of variability from one Parisian to another, and some dress very casually.  Overall, you can probably say that they dress better than women do in most American cities, although places like Manhattan would be exceptions.

French women are brought up to place an even greater emphasis on appearance than American women, and so they tend to be more paranoid about their looks.  Whether this is good or bad is an open question.

I can honestly say yes. I just got back from Paris and the women there dress impecably all the time. They look very put together and classy.
