Does the remit of a parish chairman allow him to propose a subject and ask for a seconder. Or just ask the councillors to vote on it?

  1. yes, anyone can propose anything


  2. If you mean add a subject to the agenda, then a seconder is not needed and indeed any councillor can put something on the agenda. If you mean propose a motion, then in practice it makes no difference. However, the normal procedure is for anyone to propose a motion and seek a seconder. If no-one seconds the motion then it is lost. If there is a seconder then it goes to a vote.

Generaly in the democratic process at Local (town, county or parish councills) is that the leader can propose without a seconder, but that anyone on the executive comitee can propose a motion with a seconder. Go to a Trades union mandate meeting for evidence of grass roots democracy (obviously join a union first) or attend your parish council meetings (you are entitled to attend).
