  1. According to most city rules and all (HOA) home owners association rules, someone cannot block you from exiting your driveway, they can be fined and or towed away but for the tow to happen there will need to be a sigh that states these rules as well as other rules.

  2. Surely it would make sense to reverse into your driveway? That way you are able to get out of your drive easily.

  3. Unless the road is marked as No Parking, one can park wherever one wants.  Blocking the drive on the drive side of the road, blocking the mailbox, fire hydrant, etc. are normally considered illegal.

If it's a continual problem, contact the city/county planning board and ask for a re-designation, but don't bet on it.

  4. As long as it's a legal parking place, there's nothing you can do. We have the same situation. Our neighbor across the street parks in front of his house all the time. We just have to be extra careful when backing out.

We have no intention of complaining for three reasons. First, nothing could be done anyway. Second, we're on very friendly terms with him and his family, and don't want to start anything. Third, the car happens to be a police car. He's a lieutenant in the traffic division.
