Pass or Fail?

I sent a email to my physics teacher and told him that I will not take the provincial exam and he replied me this:

"Perhaps if you were to put a LITTLE bit of time in at school in the reviews, I could justify awarding you a PASSing grade for the work you have done (assuming you are not writing the exam). If you have the time, it would be worth your while to learn a little so that you can gain a LOT.

Hope to see you. "

Did he mean that I can pass it? or not?

  2. He is simply letting you know in a kind, well-mannered tone that you could have done better and that if you worked harder, you would have gained credit for the work that you have accomplished.

  3. He's saying in so many words that if you were to take the exam, he would help you pass, but if you don't you will indeed fail ! ! !
