Passenger Loading 5 minute limit zone question?

Question

If i park in a passenger loading zone (White line on curb) and its in front of a meter do I have to deposit money into the meter even though I'm only going to be 5 minutes ?!

If you have to wait to load, then I presume that the town will want to collect for the privilege of letting you wait...If you pull up and your party is waiting there, then I would think that there would be no charge since it would take longer to put coins in than to load your passenger, same with unloading.
