Background is a little too dark, and it must be 2x2. The link below gives you the exact list of requirements. You also need to send two pictures. I took my own in front of a white closet door. You're close, but need a bit of adjustment.

There are strict guidelines as to what the government can accept for a passport photo.  If you go to the Post Office they will definitely know right away by looking at the picture.
