i'm 17 years old i want to apply for my u.s passport. I called the consulate and explained to them that i don't have photo id so they told me to bring my birth certificarte and someone who i've known for 2 or more years. They told me something about an affidavit. I would like to knoe how i can get an affidavit signed by my step dad to get my U.S passport?

  2. If you don't have ID, you need to have an identifying witness: this is someone who knows you well who is prepared to swear that you are who you say you are, otherwise you have no other way to prove your identity.

    You need to take this person with you to the consulate. Once there, they will be given a short affidavit to fill out and sign in the presence of a notary. The affidavit will state that they know who you are and have known you for a significant amount of time.

    Basically, its a replacement for ID, because you don't have any.

  3. If your stepdad is an American citizen, they can notarize his signature at the consulate when you apply for the passport. Consular officers have authority to notarize signatures. He'd have to come in person to do that, of course.
