Passport problem in hyderabad?

7 months ago i went to passport office, hyd to get my passport renewed .but even till now i did not receive it.they say it is problem with kuwait government as they didnt provide the imigration.etc.

so regarless of what the matter i am thinking to go for a new passport under tatkal scheme.is this possible and can be practical.

now a days,it is not possible  to get another passport without surrendering the old passport.if the date is expired youcan apply for anew one.still the query of kuwait govt.comes in the way.
