Passport renewal, instructions on attaching passport photo are not clear?

The form shows to staple the photos to the form at all 4 corners? Thats, absurd, how did you solve this problem?

(o of course the instruction on line they send you to telling you how to attach say nothing of course.

Put your photo in a clear plastic bag (small), then staple the bag to the form.
