  1. if your traveling from the US to PR you dont need one


  2. Are you a US citizen?  That's the important question.  If you are then you just need a government issued photo ID such as a drivers license.  It's like flying in any of the 50 states.  

    This holds true for Puerto Rico, St. Thomas, St. John & St. Croix in the Caribbean.

    Any other islands in the Caribbean or Bahamas you need a passport.

    If you are comming from any other country to PR, yes.
