  1. there is no such thing as a permanent resident, there is (_Citizenship_)  ,if you are from Mexico you can get a passport from Mexico, but not a passport from the U.S.A, unless you are a full U.S.Citizen.

  2. Contact the Mexican Consular office.  Just click on the link below and it has all the phone numbers you need.

You need a Mexican passport because you are a Mexican citizen.

I'm putting this in there because it's still possible to become a naturalized U.S. citizen.  . http://www.uscis.gov/portal/site/uscis/m...

You can contact the U.S. Embassy in regards to your situation at 1-877-487-2778.

    3. How do I become a naturalized citizen?

If you are not a U.S. citizen by birth or did not acquire U.S. citizenship automatically after birth, you may still be eligible to become a citizen through  the  normal naturalization process. People who are 18 years and older use the "Application for Naturalization" (Form N-400) to become naturalized. Persons who acquired citizenship from parent(s) while under 18 years of age use the "Application for a Certificate of Citizenship" (Form N-600) to document their naturalization . Adopted children who acquired citizenship from parent(s) use the "Application for a Certificate of Citizenship on Behalf of an Adopted Child" (Form N-643) to document their naturalization. You may call the Forms Line at 1(800) 870-3676 to request Form N-400, N-600, or N-643.

The one thing that is misunderstood is that it will be during, not after the summer of 2008 (and with at least 60 days notice) that they will require everyone to have a passport. (click on the fourth link)  Unless you fly, you need a passport now.

There is a possibility that this will be pushed up to June of 2009.  (click on the second link).

President Bush signed a $555 billion spending package and that could have been part of the package.  Contact your senator to see about that.  (click on the third link)

The next to last link I have provided should you decide to go to Mexico.  It informs you about Mexico Laws, tourist visas, etc.  It also provides a link in case you decide to drive to Mexico (because you will need Mexican car insurance--whether it's your own car or a rented car).

The last link is also in case you decided to drive to Mexico.  You will be required to post a bond (keep your receipt because you'll get it back upon leaving Mexico).

I realize I have posted quite a bit more info up here than what you have asked for, however; I always feel like I should give as much info as possible so you aren't taken by surprise by any circumstance that may arise.

  3. You do not need a passport to travel to and from Mexico by LAND until after summer 2008.  see website below and read the top half of the page carefully for current info.  You

do need a passport now to FLY to and from Mexico.  As a permanent resident of the U.S. you cannot get a U.S. passport...you need to have and use a Mexican passport since you are still a citizen of Mexico...after  passorts become mandatory.  so if you do not have a Mexican passport, you will need to get one from  the passport office in Mexico when you go there to visit.  American citizens, Mexican citizens, permanent residents in the U.s.  ALL will need passports  after next summer.
