  1. Mite be able to do it on the outside but not sure if it would really work all that great.

  2. Yup, do it as part of my business. There are two types of patch kits you can buy. One that is peel and stick the other is a glue tube with a swatch of vinyl material. Go for the glue kits, they're better. When you've cut the patch to the correct size, apply glue to one side, fold it in half ( glue side in) and  when you're at the spot, unfold and place glue side down. Smooth the excess glue out from the middle to the edges. Keep an eye on it for a minute since often the edges may curl up. Just rub them down again. The patch will be good to go in a minute, so don't waste too much time between applying the glue to the patch and placing it over the hole. The reason you fold it in half, is to limit the pool water's exposure to the glue. It gives you a little more time to work with the patch, since the pool water is what helps the glue set up.

If this hole is on a seam, as the other person here has said, it's difficult, but not impossible. I'd try a patch before a new liner any day. At worst, you'll slow the water loss, at best, it'll work fine. One other thing. When you cut your patch, leave  at least a half inch of overlap from hole to edge of patch, so size the patch accordingly and make sure there are no jagged bits or corners on the patch before you glue. A round or oval patch stays on best. There are no corners to catch on feet or pool cleaners.

  3. They exist. Go to your pool store for help.

If the tear is on a seam, if this liner is a few years old, you might want to consider replacing the whole thing.

  4. POOL STORE alllllllllllllllll the way!LOL!
