  1. well.  you can esculate and complain until you are blue in the face.  the reality of it is - is that if there is no money in the sellers account to give back to you - then you will be out of luck.  Paypal will put a hold on the sellers account so they can't use it and the seller will just go open another one.

I know from experience on this one (A powerseller on Ebay for 3 years and a buyer for over 7) - we could have lost over $2,000 on an item we purchased on Ebay and paid for through Paypal.  The seller was a scammer.  Paypal refunded us .92 (cents) because that was all the seller had in his account.  Luckily we had paid with a credit card through Paypal and we filed a charge back with them...they gave us our money - took it from Paypal and left Paypal with the problem of getting it from the seller.

LESSON LEARNED:  Paypal protection doesn't always work.  Paying with a credit card instead of existing funds/checking account does.  Use Paypal - but be smart and use it with your credit card.

  2. Well, if you read the small print, that "buyer protection" bit isn't insurance.

You can sue this guy in small claims court, is what you can do.

  3. You should be able to escalate it to a claim right on the paypal website.

  4. go to www.paypalsucks.com

for the REAL phone numbers to speak with human beings....

They will be able to help you and guide you way better than we can because they can look at the account and see what is holding up the refund
