Pay pal under 18 in canada?

So can you get a pay pal account under 18. I tried signing up for one but they never asked your age so I guess it's ok and in the rules it never said anything but when i tried to sign up, it said at had to select a state or something like that so i can't, I live in Canada so what should I do? does anyone know anywhere that I can sign up. I heard something about an end of the year payment for the service? How is that done? Do they mail something to you? How do you pay? Can you give the money from your account and pay it?
