Paying for a study abroad?

I am supposed to be going to Cosat Rica to study abroad this summer. (a month and a have from now) I am a U.S. citizen and I attend a U.S. university. I only need two classes 6 credit hours to graduate. My financial aid director is not really working with me on this. I have applied for a loan to cover the cost, but he will not approve it. He is really just doing this because he doesn't want to approve it. I dont know who is his boss so that I can speak to that person instead. i dont know what to do. I need 4000 dollars and I need to have the money paid in 2 weeks.
